Catalino is a Joint Operator with multiple deployments and positions in numerous Combatant Commands and Staff Headquarter and has proven success running programs and multi-department efforts.  Most recently, he served on US Central Command’s New Silk Road Work Group where he focused on economic stability in Afghanistan; developed and directed US Northern Command’s Private Sector/NGO Office; and integrated multiple systems, organizations, and sectors during the Haiti earthquake response as a Branch Chief for US Southern Command.  He has received numerous awards and decorations including the Meritorious Service Medal, two Air Medals, Aerial Achievement Medal, two Joint Service Achievement Medals, and three Air Force Commendation Medals among others.

Catalino was named a Homeland Security Professional to Watch by the Year in Homeland Security Review, 2009 and brings a wealth of knowledge and experience to this new role for StratCorp.  He is also an Adjunct Professor for undergraduate and graduate courses in Homeland Security, Terrorism, Critical Incident Management, and Threat and Strategic Planning for Colorado State University-Pueblo and Drexel University-Goodwin College of Professional Studies.

Catalino has provided regular presentations on community resiliency and public/private partnerships at local, state, federal, and international venues.  He possesses a Master of Science in Administration- Health Services Administration, a Master of Public Administration-Homeland Security, a Bachelor of Science Degree-Workforce Development, and is currently a PhD candidate in Public Policy and Administration with a research focus on homeland security, resiliency, and public health.

Riegle is a highly regarded expert in domestic intelligence sharing between federal and state and local governments and is recognised nationally as a specialist in Civil Liberties and Civil Rights compliance relating to Intelligence Community and Law Enforcement domestic threat mitigation efforts. Most recently, he was Chief Operating Officer of Mission Concepts Inc., a company he co-founded, and prior to that, the Director of the State and Local Government Program Office within the Office of Intelligence & Analysis in The U.S. Department of Homeland Security. Riegle has served as the DHS representative to the Department of Justice’s Global Justice Initiative, the Co-chair of the National Fusion Center Coordination Group, an advisory member of the Criminal Intelligence Coordinating Council and as a National Intelligence Support Team (NIST) Intelligence Specialist, serving in Operations Iraqi Freedom, Enduring Freedom and Noble Eagle. He has also held senior positions at Booz Allen Hamilton, Chevy Chase Bank and Indeck Power Overseas Ltd.
